Allow unauthenticated users to be passed from one portal to another. This could be handled by the source not passing the query string when the user is unauthenticated.

On the target allow for the editing of the text that the module displays including the removal of all text.  This would allow for the module to be 'hidden', by removing all text and not displaing a container

I don't understand the use case for this one.  You can already redirect unauthenticated users to another portal using the core "Link URL" settings in the "page settings" page.  Please explain what you are trying to achieve that the core functionality won't do for you.

I think Anthony may have a point depending on what functionality gets executed first - the page settings "link URL" OR the PassThrough Source module.

If the PassThrough Source module gets executed first then it will do nothing if the user is unauthenticated and the module is set to be viewable by registered users only.  Then the Page Settings "link URL" would fire and give the desired result.

However, if the Page Settings "link URL" gets executed before the PassThrough Source module (which is what I would guess happens) then there is a problem with that solution.  It would be fine for an unauthenticated user but it would make the module useless for a registered user.  The registered user would get directed without getting logged into the destination.

Maybe you could clear this up by explaining what gets executed first?

Oh, and I second and third Anthony's statement about the Target module text being editable or hidden.  This definitely needs to be done otherwise the module is an eyesore on the destination.  Personally, I'd like to see the container and text hidden by default except to admin roles.  Saves less button pushing.
